First Class License:
A First-Class Engineer is intended for a supervisory role as a individual shift supervisor in the power plant or generating facility. Having overall responsibility as a supervisor for the entire plant including employees and equipment.
The fees for the First-Class Engineer application is $25.00 with an annual renewal fee of $25.00. For those engineers that wish to apply for a reciprocal license the fee is $25.00, which is based on holding a license from recognized State, Municipal, Federal and Third-Party licensing entities.
The qualification to sit for examination are the individual must have 18-months in a High pressure plant having steam turbines or 1-year in a High pressure plant having steam turbines and 6 months holding a 2nd Class Stationary Steam Engineer certificate.

- Environmental Control: Emissions, pollution controls, pollution control devices and systems.
- Boiler Mathematics: MAWP, heating surface, horsepower, safety valve calculations, fuel calculations.
- Pump Mathematics: Horsepower, head, displacement.
- Steam Turbine Mathematics: Horsepower, overspeed trip calculations, condenser calculations.
- Federal Regulations: EPA, OSHA, NLRB.
- Code Requirements and application: ASME, NBIC, NFPA.
